Remember, the problem is the institution, not the people themselves. I am sure that the average RCC higher up is a nice guy, but put him in a situation where child abuse has occurred, and suddenly there's a lot of pressure on him to cover it up for the sake of his precious RCC. Many times the wrong decision is made.
