God cast Lucifer OUT of heaven and down to earth to dwell in the darkness and void of it.
it wasn't until much later God decided to create and fashion earth for a creation of mankind.
and what did He tell Adam,
you may eat of any tree you like, except for ONE.
the tree of knowledge of good and evil......
and what did He do? He freely chose to disobey God and listen to Eve and eat of the forbidden tree which allowed sin and evil to enter into this world BY MANS CHOICE, BY MANS DOING. Not God.

Again, you'll have to post a link to the article so I can find where you misinterpreted it. The frontal lobe may be partially developed but it still wouldn't be connected. It would be like removing the clutch between your car engine and the tranny. Even if both parts are there it won't do you any good UNTIL something connects them together. Also, this ISN'T about IQ. The frontal lobe isn't concerned with that aspect of function. See my earlier post regarding frontal lobe functions.
