I don't know. I'd guess there were fewer political pressures working against fat foods, or perhaps it was too difficult to implement, or maybe it had something to do with one being food and one a drug.

Whatever the history, it's irrelevant to the legitimacy of an excise tax on cigarettes to help defray the marginal cost that smoking imposes on society. It appears that you would rather discuss any other thing.

Gun liability insurance would make a gun owner responsible for his gun even if it was stolen. This would ensure that gun owners would take more responsibility for their guns.
