I think he should be allowed back, with no charges at all. Government secrecy is the enemy of the people, not people who shine a light on it! If this were some industry doing it, he'd be protected under whistle blower laws. But since it's the government who was doing the spying and keeping secrets from the people who are supposed to own the government, we the public, all of a sudden he's a criminal? Not so. He did nothing wrong! And if our government is upset because their secrets came out about what they're doing to other governments, well that's bad on them – not bad on him.
