Sheriff Art Kell at it again Ninnekah 911

A collection call to Ninnekah Mayor Bob Perry from Grady County Sheriff Art Kell on Monday for non-payment of contracted dispatching and 911 service will prompt a review of service to the town.
Kell issued a press release on the sheriff's office website Monday stating that the Town of Ninnekah stopped paying the $380 fee for dispatching and 911 service in January 2010. This has led to an overdue amount of $2,280, according to the sheriff department's letter.
Kell also stated in the release that "by verbal agreement Grady Sheriff deputies will begin answering all citizens calls originating from Township of Ninnekah." He also said that he and Perry agreed that Ninnekah Police usage of OLETS (Oklahoma Law Enforcement Telecommunications) and regular radio traffic will be terminated, unless emergency aid is requested.
Perry, when contacted, said there has been no verbal agreement on any issues with the sheriff and that he is trying to set a meeting so that issues can be discussed.
Both Kell and Perry confirmed that there is no current written contract. Perry said that having the agreement between the town and county in writing is one of his goals of the meeting.
Perry also wants time to investigate what other communities are paying in fees for the same service. He said at one time the verbal agreement with former Sheriff Stan Florence was that the larger communities pay $500 a month and the smaller communities $250 a month.
The fee for the larger communities was renegotiated, Perry said, and the larger communities went from paying $500 to $380 a month. He is not sure if the fee for the smaller communities was also renegotiated and, if so, what the amount is.
Perry said the town had not made a payment since January due to the fact that Ninnekah turned its fire department over to Grady County at that time. The Grady County Fire Department pays a dispatch fee for fire dispatching service and the County Commissioner's Office reimburses the county fire department.
County Commissioner Chairman Mike Lennier was not able to be reached for comment Monday evening.
"The sheriff's office is trying to double-dip," Perry said. "They are trying to collect from the town and the county for the same service."
Kell said, when contacted, that Perry indicated he was unhappy with the service.
"He feels like they are not getting their money's worth. They aren't happy with the services and don't think that they need to pay," Kell said.
Perry said he had been waiting to be contacted by the sheriff's office concerning a revised fee before the Town of Ninnekah paid anything more toward the service.
The Ninnekah mayor also disputed Kell's statement that Ninnekah is in the process of establishing their own dispatching agency. He said he is "investigating," not "establishing."
Perry said these are all topics of discussion that he hopes can be resolved in a meeting with the sheriff and county commissioners and placed in a written contract.
He said Monday was the first call or request he had received for the payment and he is "waiting for an adjusted bill due to the reduction in services."

So spend more money and time sending deputies to all the calls in Ninnekah. It seems as if he is trying to do away with the Ninnekah police department because they wont just cave to what he wants. It looks like that is the typical Art Kell MO. How sad of the officers that just try to do their job and he won't let them.

WHO GETS HURT IN ALL OF THIS???? THE OFFICERS AND THE CITIZENS!!!! WHAT HAPPENS WHEN AN OFFICER GOES OUT ON A TRAFFIC STOP WITH A CAR THAT HAS BEEN SPEEDING AND HE CANT CHECK WARRANTS???? WHAT IF THE PERSON THAT IS SPEEDING IS A WANTED FELLON???? HOW WILL THE OFFICER KNOW???? WHAT IF THE FELLON KNOWS HE IS WANTED AND REACTS THE WAY THAT WANTED PEOPLE DO THAT DONT WANT TO GO TO JAIL??? As a man who wears the sheild, I am appalled that this public servant and head of the law enforcement community in this county has the gumption to do this over a petty $380.00/month. You call yourself a "SHERIFF"? You are nothing more than an additive to the tarnish that has been put on the badge by other cops who are only out for themselves. WOW is all I can say. How are you going to lay your head down at night if something happens to one of these police officers because you are wanting to flex your feeble little muscle? I believe that it may be time for you to go back to the ethics portion of CLEET again. Or was that one of the tests you failed too?

Re: 911 and Police Dispatching for Town of Ninnekah
After a phone conversation on this date with Mayor Perry concerning non-payment of
contracted dispatching and 911 service for Ninnekah the following determination was
agreed upon by both parties for the following change in service.
Mayor Perry indicated his dissatisfaction with present services offered by the county for
services provided to their police department, by indicating last year only 265 calls for
service were dispatched by E911 and Mayor Perry considered a fee of $380 a month for 7
days a week, 24 hour service was 'too much to pay.' Mayor Perry also indicated the
Ninnekah Fire Dept. service is now being paid by Emergency Mngt.
This is of great concern due to the length of time this matter has been brought to my
personal attention. Ninnekah stopped payment in Jan of 2010, and this department has
been very lenient in request for non-payment; as of June 2010 Ninnekah's unpaid
commitment by contract totals $2280, while other township continue to pay! This
amounts to a deficit to the E-911 service provided by Grady County E911 of $4560.00
Therefore by verbal agreement Grady Sheriff deputies will begin answering all citizens
calls originating from Township of Ninnekah in order to protect and serve citizens in this
county I am responsible too. It is further agreed Ninnekah Police usage of OLETS-and
regular radio traffic will be terminated (UNLESS EMERGENCY AID IS REQUESTEDby
any officer/citizen of Ninnekah in NEED OF ASSISTANCE, which we will always
respond). Mayor Perry indicated Ninnekah is in progress of establishing their own
dispatching agency; eventually it will be necessary for Ninnekah Police to acquire a radio
frequency net for their police department.

IT SHOULD BE OBVIOUS BY NOW THAT THE CITIZENS OF GRADY COUNTY MADE A MISTAKE WHEN THEY ELECTED THIS MAN INTO OFF. FIRST OF ALL ONE OF HIS CAMPAIN PROMISES WAS THAT HIS DEPARTMENT WOULD WORK WITH ALL AGENCIES WITHIN GRADY COUNTY. WELL WE ALL KNOW THAT WAS A LIE, NONE OF THE AGENCIES WANT HIM IN OR AROUND THE CITY OR TOWN BECAUSE HE IS AN UNTRAINED INCOMPEDENT JACKASS.
WHEN ART KELL TOOK OVER THAT OFFICE THERE WAS $98,000 IN THE 911 ACCOUNT, SOME HOW THIS ACCOUNT WAS NEARLY WIPED OUT BECAUSE HE HAD TO BUY NEW UNIFORMS, BADGES AND PAINT HIS ENTIRE FLEET OF PATROL CARS TO MAKE THEM LOOK LIKE THE OKLAHOMA HIGHWAY PATROL. I GUESS HE NEEDED TO DO THAT SINCE HE WAS KICKED OUT OF THEIR ACADEMY.
THE CITIZENS OF GRADY COUNTY AND THE COURTS WOULD FLIP IF THEY ONLY KNEW HOW HE CONDUCTS HIMSELF WHILE HE IS ON A CRIME SEEN, HE HAS TOTALY TAINTED A CRIME SCENE.
OK TO THE POINT, ART KELL WANTES $380 DOLLAR A MONTH FOR DISPATCH FEES FROM EVERY DEPARTMENT IN THE COUNTY INCLUDING THE 12 FIRE DEPARTMENTS THAT ARE UNDER THE GRADY COUNTY FIRE SERVICE. HE STATED THAT THESE SERVICES ARE UNDER CONTRACT. CORRECT ME IF IM WRONG THIS IS NEARLY $10,000 A MONTH FOR DISPATCH FEES ALONE, THAT DOES NOT INCLUDE THE E911 TAX MONEY THAT HE GETS. AND WHY WOULD THE TOWN OF NINNEKAH,ALEX,AMBER STILL NEED TO PAY THE SAME AMOUNT OF MONEY AS THEY DID WHEN THEY HAD CONTROL OF THEIR FIRE DEPARTMENTS. LONG STORY SHORT THE SHERIFF OFFICE IS GETTING PAID TWICE THE AMOUNT FOR 1 FIRE DEPARTMENT. ONCE BY THE CITY IN WHICH THE FIRE DEPARTMENT IS AND ONCE BY THE CONTY FIRE SERVICES.
WITH THE KINDA OF MONEY THAT IS BEING PAID TO THAT SHERIFF OFFICE YOU WOULD THINK THAT THEY WOULD EMPLOY HIGHER QUILITY DISPATCHERS WITH AN IQ HIGHER THAT ART KELL, INSTEAD THEY WANT TO EMPLOY DISPATCHERS WITH AN IQ THE SAME AS THE WATERBOY. MAYBE THATS ARTS PLAN SO THAT HE FEELS HE IS SMARTER THAN THE WATER BOY.
COME ON GRADY COUNTY SOMETHING NEEDS TO BE DONE BEFORE SOMEONE DIES.

As an Officer in this County, I will resign my position if the county will not dispatch or accept my traffic on the radio. I am pretty sure I don't know the whole story but no matter what, I will need a dispatcher and Sheriff Kell should understand that.
As far as his position, I can't vote in Grady County but I won't vote for him when I can!!!!!!!

Remember back to Kell's big campaign. The part where he talked about doing away with the "Good Ole Boys of Grady County". The club house is still up and running. Just the faces have changed. It went from the seasoned group of law enforcement officials to having a bunch of kids with little to no experience playing cops and robbers.
If the money that was wasted on new uniforms, badges, paint jobs, and toys for the kiddos was spent on training and education for the employees, then the citizens could have a good chance of respectable law enforcement. There wasn't anything wrong with the uniforms, badges, or paint on the cars. Who are you trying to be? OCPD? Texas DPS? OHP? Dallas PD?
One thing these four agencies have in common that Grady County is lacking.****LEADERSHIP****
I've seen more leadership in a group of Girl Scouts than is in that place. One would believe with as many supervisors is running around in Grady County that it would be a tight ship. With 2-3 actual patrolman there should be no reason for things to be this way. You should have stayed out of the running for Sheriff. Those citizens and deputies deserve better. Criminal or not, the last group of "Good Ole Boys" were doing tons better.

Bottom line people. It's a business. Try not making your car payment for six months. Or your electric and water bill. Do you think that after six months you would still have service?and why would the city be waiting on the SO to come to them? So they don't have to pay. If it were my bill I would be in contact immediately to head off any problems. Not wait six months then blame someone else. Shame on you Ninnekah.
While I would agree that our Sheriff has little experience. And that his agency is young and makes mistakes. He is the one voted in by county voters. If you don't like how he does business. Just vote him out. But for now pay your bills!

For one thing I wold think you dont have an Idea of what is going on. Let me enlighted you, Your sheriff Oh! Im sorry the sheriff is getting double the amount of what is owed to him by chargeing each town double of what they should be. Each town pays $380 a month for dispatch service for police and fire. When the town of Ninnekah turned the fire department over the the county fire service this price should have went down since they only half ass dispatch for them police dept. but it did not. Then the sheriff turns around and charges the county fire service over $300 to dispatch for them. That is a total of over $680 a month for that service. I would hope you would not pay for a service that you dont not recieve, or make any payments to a service that you have terminated. And as far as taling shit about the Sheriff Office thats another story. Its not that the problem lyes within the SO its is with the people who run it. No one blames any of the young deputies because their hands are tied, they just need a job. and if i remember correctly the the sheriff did not carry any of the cities or towns in the southern part of the county, because everyone knew he is a horses ass. He is running the SO in the ground just like he did he daddy's dairy farm. Um I wonder what ICE would say if they were called to go out to the farm and check out the barn and trailer houses? And the last I heard a verbal agreement is not a binding agrement. How bout I come meet you and you pay me $380 and month and I will pay you back I promise I will shake hands on it. I bet you wouldgo for that huh? BUt anyway I belive that this matter is far from over and I believe that a whole lot of stuff is about to come out. But for now just set back and watch.

#2 I would definately renegotiate the contract immed. In writing. I would have allready done so.

#4 I do not believe the current Sheriff is doing a good job. Not because of any moral issues. But because we elected a man who is basically a rookie. I'm sure the learning curve has been difficult.
#5 You are bringing other issues into this one to cloud the real problem. If the Sheriff is doing something illegal elsewhere you know who to call.
#6 And the last I checked this was a state where a mans word and hand shake still meant something and will stand up in court.
From the outside looking in I can see where both sides have made poor choices and shown a lack of integrity! This issue is clearly not one sided.
