Unused DATA should be carried over

If a person is paying for gigs on a data plan, why can't they carry any unused data over into their next billing cycle??! It's nothing but corporate THEFT!!

Data Providers let you BUY a certain amount of gigs each billing cyclce, but if you don't use all of it....YOU'RE SCREWED....because they don't let you CARRY OVER the data that YOU PAID FOR into the next billing cycle, although they gladly let you carry over unused airtime on your phone. In America, isn't that called STEALING??!
