I mean, that whole 'story' consists of a border patrol grunt making a wry remark. He's not a spokesman, he's not a policymaker, he's nobody (other than maybe the guy getting chewed out by his boss right now).
I mean, I followed Chris's link, and even given the source of the 'story' thought "why is anybody talking about this?"

"Alabama Rep. Mo Brooks said Monday that Democrats are pushing a political agenda that amounts to a "war on whites."
"Appearing Monday on conservative commentator Laura Ingraham's radio program, Brooks responding to a reporter's suggestion that the GOP is alienating minority voters and being seen as "the party of white people" said:
"This is a part of the war on whites that's being launched by the Democratic Party. And the way in which they are launching this war is by claiming that whites hate everybody else. It's a part of the strategy that Barack Obama implemented in 2008 continued in 2012 where he divides us all on race, on sex, greed, envy, class warfare all those kinds of things.
"Ingraham suggested that the notion of a "war on whites" was "a little out there," adding that Brooks' "phraseology might not be the best choice.""
