The bible is a very intelligently written piece of text from the perspective of mass control. Its ethics is sub standard, but it knows how to play into the emotions of people to make it believed.

The Romans were geniuses in mob control. They had to be since a rich elite was controlling a mass society in which most people were slaves, and those were treated pretty bad. They had a great shock when the slaves revolted in the Spartacus revolt. Their answer to that is also Christianity.

It is was no longer enough to use physical control, they needed better mental control.

To control people mentally you have to instruments:
- reward
- fear

You can bribe them or scare them. But the most effective is the combination of both, the carrot and the stick. Promise them heaven and scare them with hell. Good cop, bad cop. That is why the Bible uses both a lot of fear and exalting empty promises. Psychopaths do this naturally.
