I have talked to some atheists or agnostics that believe in fate or Karma and said they believe them to be like 'natural laws' governing the universe or something like that

It does seem to be something a lot of people believe without giving much as to how they believe it works. But if you don't believe in that then I have a better understanding of where you draw the line so-to-speak.
