I looked up some other citations after reading your link. I'd call that more than a little disturbing. But I am stunned we haven't heard more outrage from the Left, especially considering what we would probably be hearing if this occurred under a Republican administration.

I do not care to indulge in conspiracy theories, however it does not take a great leap to do a little simple arithmetic and see there is cause for concern. The Department of Homeland Security
has purchased in the last 10 MONTHS 1.6 BILLION rounds of ammunition when their own records show they typically use 15 million rounds/ year. At that rate, they are now stocked for 106 years. Why? They have also purchased 2,717 retrofitted armored personnel carriers for service on the streets of the US - again, Why?

The link you provided states the new terminology as: " Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances."

This includes circumstances involving “insurrection, domestic violence, or conspiracy that hinders the execution of State or Federal law” as well as actions “taken under express statutory authority.”

What does come to mind is one scenario that I would love to immediately discount, but it is difficult to in the current climate and given Obama's none to subtle efforts to gut the 2nd Amendment. Many law enforcement officials have stated uncategorically that should the Federal govt order the disarmament of law abiding citizens with legally obtained guns, they will not comply. Could that not be considered both "unexpected civil disturbances" and "conspiracy that hinders the execution of State or Federal law."

Am I saying that is the intent here?- absolutely not. Does it bear consideration?- unfortunately, yes.
