You may proclaim that for your own pregnancies, but only as a personal sentiment. Medically and legally, your "son" was not a child. If that was your only pregnancy, you aren't a mother. The church printed an endorsement and that is in violation of federal law. The only place I've seen the full bulletin is via Westlaw (a paid service that I can't link here). I'll keep looking and try to find a copy that the general public can access.
