Probably the blimp thing is being deployed to facilitate distraction entertainment, and to acclimate the frustrated public to the continued intentional incompetence.

What the Gulf disaster REQUIRES is stopping the Corexit dumping, allowing fleets of super skimmers and oil-processing super-tankers to help contain the belching pollution.

Along with allowing local people to protect shorelines efficiently (they know what's required)--and utilizing reliable booms near the coast (not the cheap sabotaged BP booms)--to give coastal aquatic life some oxygen survival chance.
