Oil spill cleanup under way in Petaluma River

the new owner, King, also had the oil spill in Antioch with a dredge.

Did King have authority from the owners of the site-? Permits to pump the oil over the water - germane insurance - etc --- No

King will flee the Jurisdiction, not his first Rodeo
