Ex-CEO: BP was unprepared for Gulf oil spill

Being unprepared is not a crime.
If it were, George W. Bush would be behind bars for his
complete lack of being ready for Hurricane Katrina.
He was warned days in advance, but ignored the warnings,
jumped on Air Force One and flew out to Arizona to cut
birthday cake with John McCain.

On the other hand, there is the notion of criminal negligence.
Bush was guilty of that for sure.

Like on 9/11.
