There is a lot of drugs and violence going on even in the quiet neighborhoods, in order for the police to see it happening they would have to be here 24/7. The streets are pretty much run by the drug dealers that hang out on their corners, roll around the same blocks in their car or walk up and down the street all day. Of course people aren't going to step forward and talk to the police while they are going door to door in front of the whole neighborhood while outlining a crime scene. That would only be putting you and/or your family at risk. If the criminal presence outweighs/outnumbers the police than you risk being a target for blowing up their cover. I'm all for people calling in anonymously and they do it all the time. Just because it's a rough neighborhood doesn't mean that people don't care or want things to improve. Sometimes people don't really know what's going on, especially when it's gang related. Or maybe they know they are the only person who saw the car roll by before shooting someone. If they snitch, what if their house gets shot up the next day in retaliation because the criminals knew exactly who was standing on their front porch and witnessed the whole thing?
Something to think about.
