You are behind the times. The question of suits for damages first arose at the time that the Skylab came down in 1979. There was much discussion about where it would come down and what the liability might be. There have been smaller cases of the same thing since then.

Baseline is NASA should destroy those sats first before some pieces kills somebody.

Their mere verbal warning is not enought.

NASA is very irresponsible and should be liable criminally.

I am not aware that they are negligent. In the case of Skylab they seem to have gone to some trouble to bring it down in a vacant area like the south Pacific where the chances of hitting anyone are statistically negligible. They seem to have gone to some trouble to warn people, although it was not clear what, if anything, you could do about it. I think that they were more concerned with panic. Somewhere I have a news broadcast in Pigin to Papua Niugini which I recorded in Australia in which they were explaing the thing to people who were likely to see the fireball.
