Steven Browning Tozer, 28, of Gloucester, is a wounded Army veteran who has been sentenced to nearly 5 years in prison for a series of daytime burglaries.

Based solely on what the story says about his prior life's behavior, I would have to say he is someone who deserves a second chance.
He was not always an addicted criminal, he does not seem to have a huge list of priors.(If he did the Army would not have let him in.)
I can easily believe the VA and the Army did not have anything to help him, especially here in Gloucester. Social Services is pretty weak in Gloucester for some folks, and strong for others. No surprises here I would imagine.
