Why is this event not considered "terrorism"?

Suspect was intent on killing and injuring as many people as possible.
Event caused death, injuries, mass panic and mayhem in a public place.
Suspect used a weapon of mass destruction (vehicle) to cause harm.

How does this differ from what happened in Boston?

Yet, the Feds aren't involved in this one.
The suspect was not questioned for two days in private without being Mirandized.
The suspect was not charged with using a weapon of mass destruction.
No one is calling for the suspect to be hung in the public square without a trial.
The suspect is being given the opportunity to post bail.
This event is not being covered 24x7 on TV.

So, why is this Venice, CA case being treated so differently than the Boston bombing case?

Could it be that the suspect is not a Muslim?
