I only say tasers and mace because of cost and is something that could be deployed in schools with in days. You could even train teachers and staff on the use of mace. Again for emergency use only with paper work.
Although no match for gun it is basically close quarter combat so if you get the drop on the gunman or even divert him for someone else to use their taser or mace it might help. Actually in this scnerios I like mace better because the fumes could affect them without a direct hit.

I also reject your premise that it would not take much time to bring in tazers. So? Big deal. Many of those adults already have weapons at home, and it takes only the time it takes to drive to school to get them there. Firearms training? Simple to do really, and does not take any longer than to train someone how to use a tazer safely and effectively.
