This is what happens when government can make the price of goods drop to artificial levels, in this case coal. Thus a business is bankrupt just in time for the State to take the assets.

The SOEs that all lose money take all the bank loans (ie. are squandering the savings of millions of Chinese) while non-party entrepreneurs have to pay exorbitant interest to CCP-connected loan sharks!

Can you say "house of cards"?

Once Chinese people realize their bank deposits are gone forever down the "SOE toilet", the SOE's insolvency will be impossible to hide and the whole setup will collapse!
