The soviet union collapsed because of corruption and fraud.

Workers kept reporting that they were hitting the impossibly high targets set for them and the politburo made plans based on shockingly bad information.

China however has such actions embedded in their whole culture. Lying to save embarrassment for both yourself or your government is a Chinese trait.
