Halfway around the globe, similar contraptions atop the Eiffel Tower and elsewhere around Paris keep a pulse on emissions from smokestacks and automobile tailpipes.

This is stupid. Do people realize that the amount of carbon to make and maintain such a thing is a lot? This is not about helping the environment anymore than banning plastic grocery bags or recycling, it's about giving government money to a corporation that scams people into thinking they do "good."
