Webpages auto streaming should be BANNED

Web pages that start video or start audio when you enter the pages and totally bog down my comp,
should be BANNED!!!!! by every I.P.
Note, this is not a gov't type ban,
but one that thoughtful internet providers should provide.
Ok: No, by clicking on a web address, this is not "I give them permission to stream audio or video onto my computer".
There is no "fair warning" or statement BEFORE I click, stating: by clicking to this web page you give us permission to stream audio and/or video to your computer.|
If I want to watch a video on your
web page, I will click on it when I get there.
This also gives my comp the time to load everything
else up before setting to work on audio/video.
