Difficult to discern who can be believed

Please do not do a two face on the veterans who need services for health care. The govt is famous for the double talk but there is no clear definition of administrative costs and this definition will be left up to Shinseki and Obama to define. Even though there is a govt manual defining administrative costs depending on where and how it is spent. I spent many months studying manuals as a govt employee for over 11 years and if you search around long enough, you can always find an exception to the rule, just like congress does and the double talk the president does and now Shinseki.
