‘Caught Flat-Footed’: Obamacare Website Officials Rushed to Hire Familiar Contractor, Didn’t Seek Bids, Reuters Reveals

Obamacare website officials rushed to hire a contractor they knew and failed to seek competing bids, according to government procurement documents reviewed by Reuters.

The challenges of building the financial-management and accounting elements of the Obamacare site in particular became a problem for the officials who were “caught flat-footed” over the scope of the job, the Reuters report stated.

The documents dated in August – less than two months before the opening of online marketplaces established by President Barack Obama’s landmark healthcare law – showed the agency in charge had only “recently learned” that building the financial management functions was “beyond (its) currently available resources.”

The Centers for Medicare & Medicaid Services (CMS) documents shed more light on the problems facing the agency as it worked on the marketplaces established by the law commonly called Obamacare and on its revelation this week that at least 30 percent of the marketplace is still being built.

Reuters noted emails and outside reports released by congressional oversight investigators that “paint an administration scrambling to meet the technological challenges of the marketplace – and usually failing to do so.”

CMS spokeswoman Joanne Peters said Friday and Saturday that agency officials weren’t available to comment on the contract or an ETA for the completion date of the website’s financial management element, Reuters noted.

CMS said in a “justification and approval” document that the “prospect of a delay…even for a few days, would result in severe consequences, financial and other” played into the rush to finish the job and lack of competition for the contract, Reuters reported.

The contract, valued at nearly $12 million, was awarded on Aug. 9 to Novitas Solutions, according to the documents. Novitas has numerous contracts with CMS, including to administer doctor and hospital claims in the federal Medicare program for elderly Americans.

The problem-plagued HealthCare.gov is being worked on by contractors racing to fix it by the end of November so that people can enroll in insurance plans for 2014 under the 2010 Affordable Care Act. The law aims to provide health care insurance to millions of uninsured people.

Social Security
The Declaration of Independence declares "all men ... are endowed by their Creator with certain unalienable Rights ...That to secure these rights, Governments are instituted among Men ..."
The Preamble of the US Constitution shows how these rights are to be secured including "provide for the common defense, promote the general Welfare".
Two clear distinctions should be made here:
1. Provide implies actively and financially supporting, promote implies a more passive approach.
&#61623; For example, I'll promote that we put on a grand feast, but I want you to provide it!
2. General Welfare is not the same as individual Welfare. General Welfare would benefit the people generally, individual Welfare targets a certain segment of society to benefit, such as the poor.
Social Security is a form of individual welfare not authorized in the Constitution.
The Constitution grants no authority to the federal government to administrate a Social Security system. The Constitution Party advocates phasing out the entire Social Security program, while continuing to meet the obligations already incurred under the system. Until the current Social Security system can be responsibly phased out, we propose that:
&#61623; The Social Security tax must not be a "rainy day" fund which politicians can pirate, or from which they can borrow to cover their errors and pay for their excesses.
&#61623; Individuals who have contributed to Social Security be allowed to withdraw those funds and transfer them into an IRA or similar investments under the control of the individual contributor.
&#61623; Any sort of merger between the U.S. Social Security System and that of any foreign country be banned, so the distribution of benefits will not go to persons who have not qualified for payments under American law as legal residents.
&#61623; Earning limitations on persons aged 62 and over be removed, so that they may earn any amount of additional income without placing their benefits at risk.
&#61623; Those provisions of the Social Security system which penalize those born during the "notch years" between 1917 and 1926 be repealed, and that such persons be placed on the same benefit schedules as all other beneficiaries.
We support the right of individuals to choose between private retirement and pension programs, either at their place of employment or independently.

Everyone so quick to blame the nation's problems on government - but look at how quickly serious discussion breaks down. The blame for the out of control situation in America should first be aimed at the bathroom mirror. If the people at the bottom - the local level - can't stick together long enough to engage in civil discourse, it should be no surprise that the top is a mess too.
