Some breeds live and function in severe cold weather. I can see the point of this but other dogs prefer to be outside as long as it has proper shelter there should be no problem. Back in the 1980s I myself worked for St Louis Animal control and I know that the people doing this job should have more recognition for the part they play in keeping the city rabies free and animals safe.

please put up your pets in a warm shelter, etc. Don't let them freeze to death.

My dog is an outside dog for the most part but in weather like this he comes inside.
He has a nice dog house I built in 2006 and it is super insulated but it was built for 2 large breed dogs and I lost one of them a few years ago.
This house has an extra large dog bed and a couple of old pillows inside and underneath that is straw but he's getting older and feeling the cold more that he did years ago so if it's too hot or cold he comes in.
