I would like to initiate comments about other West Virginia Public acess stations, as well as feedback for Summersville Community Television.

What are WV Public Access stations? Are these connected to Public Broadcast? What do they offer? Where do they originate? Why are they called public access? I don't know anything about Summersville Community Television.

Public Broadcast has nothing to do with public Access. Each cable system is required to provide a public access channel...on these channel local event sare to be posted...PSAs for local non-protifts...etc.

Moondance is correct about the seperation of public access and public broadcast. However the programming of our public access is not limited to announcements as many stations may be. We produce 4-6 hours per week of original programming, which airs 24 hours a day, 7 days per week. Our mission is to provide informative, educational and entertaining programming to the citizens of Summersville, as well as the central West Virginia region.

I am a Lebanese American filmmaker and a film student at santa barbara City College where i live in California. i am considering a move to the mountain state, and I want to explore employment opportunities in a television station in west Virginia.
I already took television studio production last semester and this semester I am taking television field production as well as film editing.
Back in 2005 I took a digital filmmaking course up in De Anza College in Cupertino CA in the bay area, so i worked a little with the Final Cut Pproo program but i took the course this semester to get a little more skilled as a film editor.
I am wondering also if i move to West Virginia if I will still be able to take film classes being an out of state student and attending here on a BOGG( The California board of governors grant) since I am disabled on SSI.
Can any one give me an idea about that?
What college offers film courses in West Virginia?
Also Can you recommend places to stay when I arrive , I am hoping to go to the Beckley area.

Here in Spencer we have a high school channel that I am trying to get converted to a public access TV Channel. Years ago the high school took it over and public content is not permitted. So far I have had little support from the high school to make the conversion. There is a good quality TV studio at the high school that should be able to be used by the public and informational programs of general interest should be permitted. Suddenlink is the service provider. If anyone has experience in setting up the CATV please post. I know that several communities in WV have this type of access and we need it here as well. ldent

I have done a limited amount of research and to the best of my knowledge this is how it works. Per FCC regulation, the cable provider is required to allot up to 3 channels for public access if requested. They are referred to as P.E.G. channels, one for public, education, and government. Some towns elect to only use on or two depending on interest and resources. As I read it, the regulations also require the cable company to provide a means of producing public content. Which in some cases means renting local studio time, providing equipment etc. In addition they are required to return a percentage of their municipality profits for the P.E.G. channel operations. The kicker is... these things would typically be negotiated in the "Cable Franchise Agreement" with a local government body, and most likely the funds are going to a general account so far. In many cases this agreement is made without public comment and the legal information needed to argue the point is unknown. From my experience the cable providers (we have had several come and go) have all been very willing to help in anyway, and seem to value our contribution to making their product more marketable. I would suggest you start there, be nice, make no demands until you have to, and gather other supporters as you go. Best of luck, please keep us posted.
