Economist: 'It's going to take money' to maintain West Virginia's roads
MORGANTOWN, W.Va. - An economics professor emeritus at West Virginia University says additional taxes and fees will have to be part of any plan to pay for West Virginia's long-term road construction and maintenance needs.

Same thing in every state---seems to be mostly a mismanagement of funds. Plus, I think DOT is over staffed.
