Because they have absolutely nothing in common and nobody cares if they waste their money on something that will solve nothing.

Here is a Texas fun fact: This week the Dallas County commissioners passed a resolution supporting the payment of reparations to African-Americans. In an amusing twist it turns out they never read it before voting.
