Will DDT kill them? If so use it and clean up the mess just don't leave the DDT out there.
Yes it will cost for the clean up. However it sounds like it will cost more for the damage they will cause in the long run.

If you don't like that call the US Army for input on the matter I'm sure they have a cure.
