Good foster parents part 2:

Then I saw the child online (the foster mom had posted her on her website). I contacted the foster mom and did not disclose my true identity. I asked q's about former foster parents and their involvement and how she felt about letting a child's former foster parents have contact. I was told that the former foster parent's home had been closed and that they were terrible and abusive people. At the time, we had children in our home, so imagine my surprise to learn that our home had been "closed". The foster mom went on to tell me about the particulars in the child's case and confidential matters. She also told me about confidential matters about her other foster child and said some very mean and rude things about this child. My heart was broken, I was pissed off, and I worried about the child that we had been trying to see for the last year (at this time). My concern was only complicated because an appeal to adopt was getting ready to be filed any week, and this woman was going to be this child's permanent mother. I contacted my case worker. I not only gave him the address of the site, but I gave him the "undercover" emails. Within 3 days, OUR HOME WAS CLOSED and I was accused of violating policies and confidentialities.!!!! We appealed, but to no use. We begged, we asked if we could just be "Adopt Only", and we were told that in Tennessee now, there is no such thing as "Adopt Only" and that Tennessee only has "Foster/Foster to Adopt" in a single category. You have to be an active foster parent in order to adopt. We were also told that this woman's home was open and that the adoption would be fulfilled. My heart was shattered. Imagine my surprise when I spoke with the grandparents on the phone and discovered that the child was removed and had not been in the home since the day I reported the indescrection. I was also informed that the home was closed and a key worker with the agency (which will remain private) was fired for something concerning this very case.

It has taken a lot for me to write this, as Tennessee DCS has got me scared shitless (pardon my wording)... but I feel that I have been very careful NOT to disclose any information that could compromise this child's identity. I hate to say that I don't think I have really said anything that does not run a common thread in a lot of childrenís cases. But why did DCS feel they had to lie to us and further pour salt in the wound, by making us believe that the other foster mom was going to be allowed to be a mom, and go unpunished? The only thing I can come up with is that someone did it for pure spite.

By the way, for the record, we still want to adopt this child.

DO WHATEVER YOU HAVE TO DO TO PROTECT OUR CHILDREN. THESE CHILDREN ARE PRODUCTS OF THEIR ENVIRONMENT AND EITHER DO NOT STAY IN THE SYSTEM LONG ENOUGH TO GET THE ATTENTION/HELP THEY NEED OR THEY ARE PUSHED THROUGH THE SYSTEM SO QUICKLY THAT MANY ARE RETURNED TO THEIR ABUSER/NEGLECTOR. UNTIL EVERYONE TAKES A STAND NOTHING WILL CHANGE...AS BAD AS IT GETS...DON'T STOP ADVOCATING FOR THE CHILDREN...THEY DID NOT ASK TO BE PUT IN THE SITUATION AND SHOULD NOT HAVE TO SUFFER ONCE THEY HAVE ENTER THE SYSTEM NOR ONCE THEY HAVE EXITED CUSTODY.
MUCH PRAISE TO ALL OF YOU WHO ARE BRAVE AND WILLING ENOUGH TO TAKE A STAND USE YOUR VOICE AND FOR THOSE WITHIN THE SYSTEM WHO ACTUALLY ADOVOCATE IN THE BEST INTEREST OF THE CHILDREN...THANK YOU.
BLESS OUR CHILDREN. THEY ARE OUR FUTURE.

Get your stories together and typed out. Make enough copies for everyone on the committee and try to get a hearing scheduled.

Then make yourselves available to protest at the federal review hearing from Aug.25th-29th, 2008.

Since your last postings, there has been a child murdered in foster care, who shouldn't have been there.

Stand up and unite or these agencies are going to keep walking on your rights.

LET THE ATTORNEYS FOR THE "BRIAN A" CASE KNOW ABOUT YOUR PROBLEMS WITH D.C.S.

THEY ARE MONITORS FOR THE ENFORCEMENT OF THE CHANGES FROM THE "BRIAN A" CASE. THERE ARE A SET OF ATTORNEYS FOR ALL THREE DISTRICTS OF TENNESSEE AND THEY WOULD WELCOME YOUR INPUT.

THE "BRIAN A" REFORM ENDS IN JUNE AND D.C.S. IS SUPPOSED TO HAVE ALL THE NEW POLICIES AND PROCEDURES IN PLACE BY THEN, OBVIOUSLY THEY DON'T - SO LET THESE ATTORNEYS HEAR YOUR STORIES!!!

HOW CAN WE AS PARENTS REALLY BE SURPRISED AT WHAT HAPPENED IN WHITE BLUFF??

THAT COULD HAVE BEEN ONE OF OUR CHILDREN THAT DID NOT GET THE PROPER MENTAL HEALTH OR COUNSELING NEEDED.

HOW MANY OF YOU PARENTS HAVE ATTENDED A "FOSTER CARE REVIEW BOARD" MEETING? THESE MEETINGS ARE CONDUCTED BY INDIVIDUAL CITIZENS FROM YOUR COMMUNITY WHO VOLUNTEER THEIR TIME TO HEAR YOUR FOSTER HOME PROBLEMS AND THE PROBLEMS YOUR CHILDREN ARE HAVING IN THE FOSTER HOME.

THESE COMMUNITY VOLUNTEERS TAKE THEIR FINDINGS AND RECOMMENDATIONS DIRECTLY TO THE JUDGE!!!

LET YOUR VOICES BE HEARD - TAKE THE TIME TO ATTEND........

P.S.:

ISN'T IT INTERESTING THAT WHENEVER AN INVESTIGATION TAKES PLACE IN REGARD TO D.C.S....

THAT IT IS """ALWAYS" "" A D.C.S. DEPARTMENT THAT DOES IT'S OWN INVESTIGATION AND THEY """NEVER" "" FIND THEMSELVES AT FAULT.......

HOW COOL IS THAT!!

Wow!! My husbands children live in Portland TN with their mother and she is currently being investigated for abuse. We have been in contact with the worker and he is not taking the children unless they don't adhere to some policies he has put in place for her and her husband to do. He said there were so many things wrong in that house that he couldn't even list the policies for us to be on the look out for. My husband has joint custody of his childreen. We are trying desperately to get those children out of there and to a safe home without violence and abuse. I could somewhat understand if they would have to go to foster care but that is not the case here. They could come live with us and be just fine. Virginia isn't doing much better however. We had filed for custody before and the court appointed Guardian ad Litem only spent a total of 30 minutes with us and the mother. We adressed the abuse issues with him and he decided in 30 minutes that there was no need for a change in custody, and here we are a year and a half later and 3 reports to DCS they are fianally looking into it. The only reason I think they are even looking into it this time is bc VA DCS called them bc of belt marks found on the children while they were here for a visit and the mother of the other children called DCS here to file a complaint. I think it is ludacris that these things are going on and if anyone has any tips on what to do that could help us bc we are not familiar with TN DCS please email me at cashmom62406@verizon.net.

It's not like we want cruel and unusual punishment for child abusers...... It would just be nice if DCS went by THEIR OWN rules. How many times has my step child been abused by the biological mother or someone the mother allows around the child? I can not count! But, as has happened more than a few times, in the middle someone drops the ball. Then, instead of picking it up and admitting fault, the rest of them point fingers and shift responsibility. Even a child can see that they are lazy and incompetent. I have first hand experience with Knox County, Blount County, and Campbell County. Totally a waste of time.

this is a poem from an independant living site (out of or in foster care) this is raelly sad get ready to get your heart broken and there are may moreDeprived

Why is it Iím so depressed?
Nothing more, nothing less.
Everybody I hear, more lies.
I feel my heart bleed
as I sit there and cry.
When will I finally feel whole?
Not an empty person without a soul.
There are lots of things I just donít understand.
Like how you can give me an upper hand.
I wish I could go home,
so I can stop feeling empty and alone.
Life without my family isnít life at all.
Two days a week I get a five-minute call.
I wanna leave before this place takes
all the life out of me.

How about when your child injurys you and ends up in a foster home being tortured at the hands of other older foster children who are all left home alone while the foster parents go to work??
<quoted text>
For one thing; the children that have a history of being physically assaultive; should never be placed with other children especially in a foster home. As for them being left alone; there is NOT a law in TN that specifies an age a child is able to stay home alone. There are things that a child must know how to do such as being able and having access to calling someone in case of an emergency. As for the different standards that foster care may be under; I can't really be sure on that topic because I do not personally work in foster care. The only thing that I can really comment without a doubt on is CPS.
The system is so screwed up right now and will continue to get worse and the sad part about it is that the general public does not know just how bad it really is. On that point; Ms. Viola Miller doesn't either because she is sitting in Nashville thinking that her plan is a miracle plan. I have news for her and everyone else; the next lawsuit that follows the one that DCS is currently under; will be NOMINAL in comparison to what is to come. There is so much discretion placed on individuals that it is totally ridiculous. Workers are unable to do their jobs and place all their attention and energy into their children that are on their caseloads because they don't even know what their jobs are from one day to the next. It takes all of your energy and attention to just deal with the POLITICAL bull that goes on every single day. PUSH PUSH PUSH; that is what DCS is doing now. Pushing these poor innocent children through the cracks as fast as they can push them. Maybe a smart attorney one day will look closer into DCS and give them what they have coming....a lawsuit! Because as harsh as it may sound; the workers do their jobs as much as totally possible for one individual to do but I feel sorry for Ms. Viola Miller when that day comes; it is just a matter of time.

That is easier said than done when you have policies and procedures you have to follow. It doesn't matter how many workers REALLY care about their jobs because they are SO overworked and so underappreciated; they will never keep anyone and will be begging for help before long.

DCS needs serious reform, governer Bresden must stand up and take action, we must take action to keep telling on abusers, so they are outed. We must keep telling our stories, of threats and intimidation by these "case workers",who don't do their job. Their job is too protect children , not make them suffer countless acessments to be put right back in the hands of abusers. Abuse runs in families plain and simple. Many of these people are simply not listening or caring about children. We pay their salaries, to protect , not allow abuse as they do. Children seem to have no rights in the state of tenn. and it seems no voice either. They must live with thier decisions and hopefully god will hold them accountable. Some should be charged with neglect, and endangerment , maybe then they would get it.

I wrote to Ms. Miller twice - long letters which detailed the sexual abuse my grandson was enduring at the hands of his father - and absolutely nothing was done. I fully intend to look into bringing a lawsuit against her, DCS, and/or anyone else connected with that organization who sat on their hands during the two years my grandson was abused between age 2 to age 4. I am very patient, and I realize I may have to wait for years until my grandson is old enough to clearly state what happened to him, as far as a lawsuit is concerned. When that time comes, I hope Ms. Miller and her sidekick Betsy Dunn - who actually lied to us when she told us that the father had passed a polygraph, and we found out later that he did not pass, and the entire DCS organization will be held accountable for what my grandson endured. The good news is that he is safe now, but it cost us $12,000 in legal fees (and the testimony of 3 experts in child abuse) to achieve that result, bc DCS would never lift a finger to help.

Call the Police and file a police report
Dee, I know this post is old but I just came across it. I strongly reccomend that you do not call the police first. Make sure you get a good lawyer first. I tried calling the police and they call DCS. In my case, I live in Clinton with my daughter, but she also lives part time in Campbell County with her mother. The police was called and they in turn called DCS of Campbell County. They have a state obligation to call DCS in this type of event. Please take my email down because I am starting a web site as well as a focus group on this subject. Though the focus group is partly father's rights, the main goal is to rise up against the local DCS' wrongful practices. Especially Dr. Viola Miller's branch of DCS (Campbell County) I have now taken this on myself to rally people like yourself together. Since the Legislature will not listen to one of us at a time, maybe they will listen to a group.
So please get in touch with me and forward this ooportunity on to anyone else who wants to be an active member. Not to sound corny, but I do strongly believe together, as a large group, we can change things in East Tennessee.

Please, any of you that wants to stand up, and do something about the wrongfull practices of DCS in the East Tennessee Region; Please send me your email address for now. Keep in mind that this will be an actual committment. There will be meetings, and functions to attend. I am working on a meeting location, as well as a website.
If we join together on this, I truly believe we will be heard.
Right now, I am working to use a local church for the meeting place. Tell everyone you know, and get ahold of me ASAP @
j_mckamey@comcast.net

If you are not in the East Tennessee Region, I am interested in branching out once this gets going. We can link chapters across Tennessee!
