Adoption of children who don't have a home, why so expensive?

I watch the birthing channel as well as adoption stories, and I've always wondered why it's so expensive to adopt a child that will experience no love or a good life vs. being in a crowded building, torn or no clothes or shoes, and ending up unhappy. It's so sad, just because you don't have thousands of dollars to go through the red tape and all doesn't mean a child should have to suffer not knowing what love is. If you financially can give a real life to a homeless child or one dropped off somewhere, then why can't you be allowed to adopt a child after a criminal investigation and background check and show them there is someone that truly loves them!

Hard to believe isn't it "H-D", makes you wonder about things like that. Kids wanting to find a home, people wanting to give a home and they pull the 'money' stick on ya??........ I take care of a few people here in Davao and here you just take them in and give them a nice home and they are very happy..........nothing legal of course but just a home, food and a nice place to stay for as long as they like.
