It sounds as thought he study only took into account the support of the cummunity and not the family. Family support is more critical than the community support. There is no way to mandate peoples support. Anti bullying or any other mandated program can stop the actions but the attitudinal responses people have toward each other can not be mandated. Believe me, we can tell if someone doesn't like us and that does not have to contain violence or other actions. Snearing or not talking to someone can effect them and is not considered bullying. We need to teach our kids that the world is cruel and they have to be able to live in it.
