Oklahoma Turnpikes: Was Last Toll Increase Really Necessary?

The safety net is the pay raises the admistrators give themselves. What happened tp the promise given to taxpayers of tolls stopping when turnpikes were payed off. Oh, I forgot, the OTA will make sure they never pay off.
