Between the states of California & Nevada through no fault of their own property was divided with favor to California to include Silver-state land belonging to Nevada and used in the California gold rush. Split tax would be the result after the completion of HOVER DAM in 1939. Las Vegas would struggle with progress because of a water shortage in later years. Organized crime would not pay a tax. The water shortage became a compensation with the building of DAVIS DAM [Az.] and a problem in water shortage again with low tide levels to LAKE MEAD. These factors effect the land owners - the ranchers the Indians the lasting culture of western society. There are several ways to defend the land owner Howard Hughes began with 25000 acres in West Las Vegas to buy sell trade and barter the use of the land. Giving the land to Indians as birthright should include a tax exemption because a tax write off on one property or acres will be used as a tax relief that can and will balance a budget when it's done the right way The right way will include a profit in property with a profit and loss margin balance.
