If its already owned by the people, why would we want to buy it again? Sell it back to the people for $1 so you don't get stung by the anti-donation clauses. And why spend $500k for a 2yr study? Is there some known baggage that comes along with the lands in question, like environmental issues perhaps? Have we no in-house experts capable of vetting this? Something is wrong with this picture.

I'd rather see large tracks of State Lands sold to the Wilderness Protection Act for $1.00. New Mexico had land nominated by our President, but can't recall the particulars. We can set a good example for other states as well as OK. I don't know how it exactly works.

The state would purchase the land from the federal government and then lease the land out for beneficial uses like oil and gas drilling, fracking, mining, grazing, etc. The revenues generated from the leases would go into the school fund. Sounds like a good idea to me.

On the surface yes, but Powell has some past baggage to be very cautious of. Man seems to be a snake in the grass at times. Hmmm, maybe that's why the $500k study...
