The bill, HB437, as originally filed, simply repeals same-sex marriage, leaving no recognition for same-sex couples. The Judiciary Committee voted Inappropriate to Legislate on that bill, but Master Bates added an amendment to create a kind of civil union that he said was even better than the ones we had before marriage equality. The bigger and better civil unions could include anybody at all--including your mother or your sister, just not your canary. But nobody would be required to recognize it.

Obviously, Master Bates is running into trouble finding support for his bigger and better civil unions, so he is proposing two floor amendments: One would revert to the civil unions that were enacted in 2007 and preceded marriage equality. The second would call for a non-binding vote in November to take the public's temperature on marriage equality. According to Master Bates, the legislature would have the opportunity to re-instate marriage equality if that's what the electorate voted for.

So the legislature is going to get to vote on four things: The original bill with its ITL committee report; the bill with amendment as reported out of committee OTP; the "old" civil union amendment being proposed on the floor; and the ballot question amendment being proposed on the floor.

Debate will probably open next Wednesday. They're running out of time. But I'm guessing the debate continues to the last possible date: March 28.

I'm thinking they don't have the votes to pass any of these bills/amendments, which is why they're scrambling now even though the GOP has a nearly 3-1 majority in the NH House.

I still don't know whether they're trying to get closer to 2/3, or if they're just trying to avoid complete embarrassment. NHFTM has consistently asserted that Lynch's veto will be sustained.

I can't see this latest amendment convincing many legislators to switch.
