However a neighbor of mine with a day care in her home didn't care for the 2 fosters kids every day she took on. We the taxpayers paid for transportation back and forth for another day care center to watch the kids, because the purported foster parent thought she'd get paid twice, instead of once per child.

Nebraska at one time paid considerably less money to foster parents than many other states. Unless the amount has increased recently, the small amount of money furnished to licensed foster parents by the state would barely cover food and shelter-- much less toys, educational expenses and clothes.

Perhaps that is the reason the Nebraska Department of Health and Human Services seems indisposed to terminate parental rights in some neglect and abuse cases. That step would allow more children under the age of 12 to be adopted into permanent homes instead of being shuffled from foster home to foster home to group home.

Also, in case anyone reading this post is interested, a state law DOES provide that each child taken into care should receive $100 as a clothing allowance.(Many foster parents evidently have to bring that little item to the attention of state workers in order to obtain the benefits for their children.)
