Why North Dakota should sue the department of transportation.

The frontage roads along interstate 94 are under water and closed county road 10 county road 39 main etc. This was caused by the construction of the interstate displacing the wetlands runoff. People who live along the route and school buses are being diverted 20 miles at points. This is a poor practice. Texas has paved frontage roads on both sides on the interstates this makes it very easy to shut a portion for accidents or repaving. Federal law written in 1851 states existing roads are public land these roads can not be closed unless a new road is build nearby this then becomes public land under the law. No one can be barred from public for any reason.
