The bottom line is that every region of the country must both do its part to reduce carbon emissions and plan to adapt to the effects it is unlikely to avoid.

The best way to cut greenhouse gases would be through a national policy that puts a price on carbon dioxide emissions. Experts are all but unanimous on this point, but Congress has yet to respond.

Local governments can enforce stronger building codes and various other measures, particularly in the absence of robust federal action.

All levels of government, meanwhile, must plan for coming changes.

Last week the journal Science published an analysis on the cost-effectiveness of various ideas to harden New York City against flooding.

A group of experts found that retrofitting existing buildings to better withstand floods and storms would help in all sorts of future conditions.

In middle-of-the-road warming scenarios, they also figured, it would make economic sense to enhance waterside flood barriers around major infrastructure.

This is the sort of analysis that communities large and small should be conducting now.

The American economy is less entrepreneurial now than at any point in the last three decades. That's the conclusion of a new study out from the Brookings Institution, which looks at the rates of new business creation and destruction since 1978.
Not only that, but during the most recent three years of the study -- 2009, 2010 and 2011 -- businesses were collapsing faster than they were being formed, a first. Overall, new businesses creation (measured as the share of all businesses less than one year old) declined by about half from 1978 to 2011....

I don't like the idea of sustainability, conservation and CO2 emission reductions; those are plans for poverty, dependency and big government. We need growth and prosperity, not climate change mitigation.

I will wait to see how the econazis plan to lean on china/india where plans to build 1,200 new coal plants in the coming year pan out. As we decimate our electricity generation with looming plant closures and the soon to come brownouts and blackouts turning us into a 3rd world hellhole like venezuela. The econuts act like the asian coal plants CO2 spewing will magically stop at our border. Do they think they will pay algores carbontax into his private carbon bank ?

We don't want Congress to respond to man made catastrophic climate disruption; we want a balanced budget, or a deficit budget that cuts spending, repeals intrusive regulations and stops higher taxes.
