Why should government be giving money to people who fail to honor their promise to pay back their loans?

The government isn't giving anyone money the 5 banks that robbed from people are having to repay a small fraction of what they took. Most people were trying to repay and the banks were losing paperwork and passing things through without looking at the paperwork.
