Have they considered if the Partner was involved in the plan to Kill Officer Decker?

Water board Officer Reiter. He disappeared from a crime scene, left his partner without aid. There is a shotgun missing. Nobody seems to be able to account for where Reiter went after he "backed out of the line of fire". No mention of him or his squad car from the bartender that found Decker on the ground, or the bar patrons that claim a black van with loud exhaust left the lot. Ray Charles would know if another police car was in the area. I trust a bartender, tasked with getting help ASAP wouldn't miss a second occupied police car on a lot that isn't five car lengths wide.
