I don't think they've ever established credibility to begin with, so "restore" is not the proper word here. It's been a chinese fire drill from the beginning with no oversight and weak leadership, just like the national version.
With all the money spent on the national and local level, couldn't they have just given insurance to those who didn't have it, and come out ahead money-wise?
