White racism is more an excuse for black failure than an explanation of performance differences. And even it it were the other way around lowering the bar to allow someone to have something their performance did not merit is the the solution. The only solution is the raise the performance of blacks who did not make the cut. Otherwise if you accept lower scores because of their disadvantage you lower standards for everyone and don't resolve the problem. Perhaps you should read a couple of books which may run contrary to what you want to believe, Paved with good intentions, the failure of race relations in america and the bell curve would be a start.

A lot more than school funding goes into the success of a student. Much of the problem goes back to the home life, how smart were your parents, do you have two parents in the house. Government can't fix these problems.
