It's never over while Matty has bullets to fire and he has plenty. He owns some of the property in the area needed for the approach to the new proposed bridge. He can delay and force the eminent domain lawsuits. He can object to the permits needed. He might even pull something out of his hat about the foundations of the new proposed bridge. Will that salt be stable enough to support a bridge?
Matty may gain as much from revenue profit on his old bridge as he spends defending against the new bridge so it arguably costs him nothing to fight. He's 85 and can fight until the end.
