Last January, after the city rejected your proposed lease for 30 years, renewable in increments that could lead to nearly a century, I suggested an alternative: a 10-year lease.

OK, if everybody wants to scale the contract down to 10 years, scale the improvements down too. If I'm renting an apartment for six months, I won't bother to paint it my colors. Instead of making an immediate $10-20 million in improvements, just clean it up and maintain it. That would still save the city the $6 million it said it was spending on park maintenance.
Trouble is, the state does not want to go forward without bringing the park up to state standards. So for giving a $20 million gift to the city, they want a bit of a commitment rather than a short term rental agreement.
