Duggan is riding the crest of a breaking wave. The city has bottomed out. Real-estate values have turned around and rental rates are way up. Investment has been coming in for some time now to fill the vacuum. Detroit property and utility taxes are very high. With the legacy costs handled under the bankruptcy, the cash flow for projects will be there like is has not in decades. The game is Duggan's to lose. He figures he can be cocky. This may come back to bite him.
