I have sat across a booth table from someone using an E-cigarette. It was not the nastiness of a full tobacco cigarette by any means, but there was a throat irritant effect.
While the direct health effects (both on the primary and secondary victims of the tobacco industry's campaign to addict) are unlikely to approach those of actually burning/smoking tobacco, the underlying focus on "pretending to smoke" means that there is still the "trigger" effect on others and the sustaining of the ritual elements of the addiction. There is, also, the element of "getting by with something" that would appeal to adolescents who might not otherwise consider behavior that would lead to nicotine addiction.
By law, they are just another tobacco product, so the regulation of use should go along with the laxity in regulation of manufacture.
