Sequester cuts university research

The federal government, long a key sponsor of scientific research in universities, is scaling back support for academic laboratories from coast to coast to satisfy the new mandate to cut spending across the board.

That is the University's choice. They could get rid of layers of over staffed, over paid, over pensioned Administration jobs if they prefer to spend money on Research. That is the choice most sane people would make.

Congress authorizes what the money gets spent on. Obama is authorized to actually spend the money. Congress has put a limit on the amount Obama can spend. That leaves Obama with discretion about what to spend, and what not to spend. He should immediately cut spending to all "Republican" programs and geographic areas. If suddenly all red states got no money from the federal reserve, they might change their tune and stop robbing from the rest of us. If the rich suddenly stopped getting special subsidies, they might think twice about supporting the republicans who are cutting the throat of the middle class.

Which cartoon did you read that described sequester remotely in the formula you're suggesting..

There is no discretion in sequester. These are straight line cuts for 3% to every department equally.....!

There is no de facto decision maker, you're lying. These are the cuts negotiated by Obama and the Republicans to increase the debt ceiling when the Republicans where using the Nation's Financial Troubles as leverage.

I'm going to assume that you can't refute that the Wars, and Bush Spending and new Entitlements for Corporations and the Wealthy aren't responsible for driving America's debt. You believe that the Oil Lobbyist and the Pharmacy Lobbyist who wrote legislation and guidelines for proposal the Republicans adopted weren't part of the fiscal problems in America, despite implementing those programs with no set asides?

In all fairness, Obama was offered the chance to pick and choose which and where the 85 billion in cuts would be based on his priorities. He refused the offer. When the ball is in his court, he always passes and never takes the shot, because then he is accountable for the results.
