Funny thing about Socialism. It almost guarantees an unemployment rate of nearly 10%. The French just got used to it. Maybe by the time Lord Obama finishes his second term we'll think 10% is the New Normal.

If you graduated from high school economics class, you would (if you had passed) learned that employment is a trailing economic indicator.

It other words: George put this country into a recession and it took a while to get there.
